Renewable project development in Italy: working with solar developers

Behind every Italian solar project there is a developer. Pipeline.Solar connects investors with a network of renewable energy project developers in Italy, either to buy projects or to co-develop new ones.

Who renewable energy project developers in Italy are

The Italian development market is made up of very different players:

  • Independent development companies, often small, with strong local roots and knowledge of municipalities, landowners and grid conditions.
  • Technical and engineering studios that prepare connection requests, permitting files and designs, sometimes developing projects on their own account.
  • Landowners and local entrepreneurs who start a project on their own land and then look for a partner.
  • EPC contractors who develop projects to secure construction work.
  • Larger developers with structured pipelines across several regions.

Most of them do not have the capital to build. Their business model is to bring projects to a certain stage and then sell them or partner with an investor.

What a solar project developer does

Solar project developers in Italy handle the steps that turn a piece of land into an authorised project:

  1. site selection and land rights, through surface right (DDS) or purchase, often secured first with an option;
  2. the grid connection request and acceptance of the STMG;
  3. design and environmental studies;
  4. the permitting procedure (PAS or AU) under Legislative Decree 190/2024;
  5. the final title and the preparation of the documents needed to build.

The full sequence is described in our guide to solar development stages.

Two ways to work with developers

Buy projects they have developed

You acquire a project at a given stage, typically RTB or late-stage, through a share deal or an asset deal. The developer has already taken the development risk; you pay for a more advanced asset.

Co-develop new projects

You finance development and pay the developer when milestones are reached: accepted STMG, land rights, permit filed, permit obtained. This is the greenfield stage. It requires more patience and more control, but it allows you to shape projects to your requirements. See milestone-based co-development.

How to evaluate a developer

Since Italian developers vary so much, investors usually consider:

  • the developer's track record in reaching authorisation in the relevant region;
  • knowledge of the local grid and of the rules on suitable areas;
  • the quality and completeness of documentation;
  • the team: in-house engineers, geologists, lawyers or external consultants;
  • availability to accept milestone-based payments and reporting obligations.

These checks are part of your own assessment. Pipeline.Solar performs a preliminary screening of project data, not an assessment of the developer.

Solar project developers in Italy and foreign investors

Many Italian developers work mainly in Italian and with local practices: documents, municipal procedures and grid correspondence are in Italian, and land agreements follow the Italian civil code, for example the surface right under articles 952 and following. For foreign investors this can make direct origination slow.

Working through a single point of contact helps: projects arrive with the same standard fields, in a comparable format, and the teaser is available in English. Once you decide to proceed, your advisors handle the review of the original documents in the data room, and negotiation takes place directly with the project owner. For the land side, see surface rights vs purchase.

How Pipeline.Solar connects you with the network

Pipeline.Solar works with a network of developers, project owners, technical studios and EPC contractors. When one of them has a project, it is registered with standard fields: capacity, STMG cost, estimated connection days, land in DDS or for sale with costs, development cost, PAS filed, PAS approved. If the capacity of the single plant falls within your range, you receive an anonymous teaser.

If you are looking for developers to work on new projects for you, tick greenfield among the stages and describe your requirements during the introductory call. The staff will consider your mandate when talking to the network. Opportunities depend on the projects available at the time.

Get started

Write to us on WhatsApp or use the investor access form. After the call you receive a personal link to the reserved area to set stages, capacity range, regions, technologies and structures. Set your search criteria.

Frequently asked questions

Can I contact developers directly through the site?

Developers are not named on the site. Contact with the project owner happens after the NDA, when you decide to proceed with a specific opportunity.

Do you work with developers outside Italy?

Pipeline.Solar focuses on projects in Italy. Investors can be Italian or foreign.

Can a developer build a project designed around my requirements?

Yes, that is the logic of greenfield co-development. Describe your requirements during the introductory call. See also greenfield solar projects.

Private, criteria-based deal flow

Tell us the plant size you are looking for. We send the teaser when a project fits.

Greenfield, RTB, brownfield or operating plants in Italy. Teasers only when the size fits; full documents under NDA.
