Solar projects for sale in Tuscany: landscape first, then the investment case

Tuscany is one of the most protected landscapes in Italy. For solar investors the decisive question is rarely the resource: it is whether the permit is solid and the site compatible with the territory.

Solar investment in Tuscany, Italy: what investors weigh

Tuscany combines a long tradition of renewable energy, including its geothermal heritage, with a strong culture of landscape and heritage protection. Irradiation is good, particularly in the south and along the coast, and the Maremma offers some of the flattest open land in central Italy. Elsewhere, hills, vineyards, historic villages and protected views make large ground-mounted plants harder to place. The result is a market where fewer projects reach maturity, and where the ones that do are valued for the strength of their authorisation.

Permits: the core of a Tuscan teaser

In Tuscany the permit is the field to read first. A project with an approved PAS or a granted AU has passed the most uncertain phase; a project with a PAS only filed carries more risk. Points to verify:

  • which regime applies under the D.Lgs. 190/2024 and whether a landscape authorisation was required;
  • whether environmental screening or VIA was carried out;
  • the position of the site under the regional discipline on suitable areas;
  • pending appeals or conditions attached to the title.

Our guide to PAS and AU sets out the framework.

Former mining areas and degraded land

Southern Tuscany has a mining history, and the region also has quarries and industrial areas that can host solar with lower landscape impact. These sites can fall within the exceptions to the DL 63/2024 limits on agricultural land. They may require environmental checks on remediation, which the investor and its advisors carry out in due diligence.

Near-RTB projects and the value of time

Given the length and complexity of Tuscan procedures, some projects are shared as near-RTB: the STMG is accepted and the land is secured, but the title is still pending. The teaser indicates the missing element so you can decide how to price it. For investors with a longer horizon, these projects can be an entry point; for others, only RTB and COD will fit.

Operating plants as a lower-risk entry

Because new permits are hard to obtain, operating plants in Tuscany can be attractive to investors who prefer to avoid authorisation risk entirely. A COD asset brings a production history and an established relationship with the municipality and the network operator. Its value depends on the condition of the plant, the offtake arrangements and the remaining duration of land rights.

Stages and criteria for Tuscany

You can search Tuscany for greenfield co-development, RTB solar projects in Tuscany and turnkey plants, brownfield plants awaiting connection and COD plants with production history. Opportunities depend on the projects available at the time. In the reserved area add Tuscany to your regions, choose stages and technologies, and set the minimum and maximum capacity of the single plant. Request investor access or write on WhatsApp.

Frequently asked questions

Why are there fewer projects in Tuscany than in the south?

Landscape protection, hilly terrain and agricultural value limit the number of suitable sites. Opportunities depend on the projects available at the time and cannot be promised in advance.

Can I receive projects with a PAS filed but not yet approved?

Yes, if you accept near-RTB projects in your criteria. The teaser highlights that the title is still pending.

Does Pipeline.Solar verify the landscape compatibility of a site?

Pipeline.Solar performs a preliminary screening of the data. Verification of permits and constraints is part of the due diligence by the investor and its advisors.
